California’s Department of Education (CDE) announced its support for the Governor’s proposed 2026–27 state budget, highlighting significant new investments aimed at strengthening the state’s public education system. The budget includes multi-billion-dollar allocations designed to improve student outcomes, expand access to early education, and provide critical support to teachers, schools, and communities.

State Superintendent Tony Thurmond praised the proposed budget for its emphasis on equity and opportunity in education. He noted that these investments address both academic achievement and social support for students, reflecting a comprehensive approach to public education. “These funding priorities demonstrate a strong commitment to the students, families, and educators of California,” Thurmond said.

Major Investments Highlighted by the Department

The proposed 2026–27 state budget includes funding for several key initiatives:

  • Community Schools Expansion: The budget allocates significant resources to expand community schools throughout California. Community schools integrate academic instruction with social, health, and mental health services, ensuring that students receive holistic support both inside and outside the classroom. The department emphasized that this expansion is particularly focused on high-need districts where students face the greatest barriers to learning.
  • Expanded Learning Programs: Additional funding is designated for before, during, and after-school programs under the Expanded Learning Opportunity Program (ELOP). Literacy programs, including early screening and intervention strategies, are prioritized to close achievement gaps in underserved communities.

Balancing Investment With Fiscal Responsibility

While the proposed budget represents a historic commitment to public education, it comes amid ongoing fiscal challenges. California’s 2026–27 budget proposes total spending of approximately $349 billion, including billions directed to K‑12 schools and higher education. Despite a projected structural deficit, the Governor’s office and the legislature are emphasizing sustainable, long-term investments that protect core education services while introducing targeted improvements.

Superintendent Thurmond noted that these investments will have a direct impact on the state’s students and teachers. “The combination of expanded community schools, early literacy support, and extended learning opportunities addresses multiple dimensions of student success. It ensures that California schools are prepared to meet the needs of all learners, particularly those in underserved communities,” Thurmond said.

Implications for Students and Schools

If approved, the 2026–27 budget would enable school districts to expand services and programs that directly benefit students. Community schools are expected to reach more students with integrated health, counseling, and enrichment services. Expanded learning programs will provide additional time for academic support, enrichment, and extracurricular activities. Transitional kindergarten and early literacy initiatives will strengthen foundational skills, giving students a better start in their academic journey.

The CDE emphasized that these investments are not only about academic achievement but also about creating equitable opportunities for all students.
